The POWER Act is the acronym for "Pro Bono Work to Empower and Represent Act of 2018" (P. L. 115-237) that Congress passed on September 4, 2018. The primary goal of the POWER Act is twofold: (1) to maximize the local awareness of domestic violence, dating violence, sexual assault, and stalking; and (2) to facilitate access to high-quality pro bono legal services to survivors of domestic violence, dating violence, sexual assault, and stalking.
The District Court of Guam emphasizes that Guam is not immune to this crisis. The National Network To End Domestic Violence found that as many as 39 victims of domestic abuse were provided services in a single day. While this statistic accounts for a single day, dozens more are at peril every other day of the year. For that reason, the District Court requests that you provide pro bono services to these victims and survivors.
Below, you will find a link to a survey with a few questions. The District Court requests that you fill out this survey so that we may better understand the availability of pro bono services available to domestic abuse survivors on Guam. We ask that all surveys be submitted by 11:59 PM ChST, Thursday, August 4, 2022.

We acknowledge the increase in workload for the membership. As an incentive and acknowledgement for your willingness to provide pro bono services on cases related to victims of domestic violence, the POWER Act planning committee will be offering a discount toward the registration fee for the District Court Court of Guam's Annual District Conference and Pacific Judicial Council Biennial Conference, September 19th thru the 23rd at the Dusit Thani Guam Resort and Dusit Thani Beach Resort Guam (discount, to be announced on a follow-up email).
