There is an anticipated vacancy for an attorney to serve as Counsel, NAVSUP FLC Yokosuka at Site Marianas. The NAVSUP FLC Yokosuka Office of Counsel is a field office of the Office of Counsel, Naval Supply Systems Command, Mechanicsburg, PA.
As the U.S. Navy’s largest logistics command in the Western Pacific, NAVSUP FLC Yokosuka provides logistic support to forward deployed Naval forces and other DoD units operating in the 7th Fleet area of responsibility. The command is headquartered in Yokosuka, Japan, and has a workforce of approximately 1,200 military, civilian, and foreign national personnel assigned to various detachments, sites and offices in Japan, Singapore, Korea, Diego Garcia, the Philippines, Australia, Guam, and Hong Kong. The command provides logistics support to Fleet and shore-based customers through its six major departments: Operations, Regional Services, Fuels, Contracting, Business Operations, and Industrial Support.
This position is located at NAVSUP FLCY Site Marianas on Naval Base Guam. Guam is situated at the southern end of the Mariana Islands chain in the Western Pacific and is a separate U.S. territory. Guam is across the International Dateline from the mainland United States.
The NAVSUP FLC Yokosuka Office of Counsel is assigned four attorneys – Counsel and Assistant Counsel at FLC Yokosuka, Counsel at NAVSUP FLCY Site Singapore, and Counsel at NAVSUP FLCY Site Marianas (the position covered by this announcement). This is a new position. The majority of the position’s legal practice will concern federal acquisition law matters. However, the position will also advise on a wide range of legal issues in other OGC practice areas, including: civilian personnel law, environmental law, foreign and international law, fiscal law, data rights, inter- and intra-service support agreements, FOIA, Privacy Act, ethics and standards of conduct, fraud programs, and litigation. The Site Counsel provides day-to-day legal support for NAVSUP FLC Yokosuka contracting personnel, including various foreign national contract personnel, located in NAVSUP FLC Yokosuka offices in Guam and Japan and provides regular back-up assistance on contracting and other issues covered by the other attorneys assigned to NAVSUP FLC Yokosuka.
The Site Counsel’s acquisition law workload is primarily focused on pre-award, award, and contract administration issues with fixed-price contracts, but over the course of a several month span, the workload may involve a variety of issues across most of the Federal Acquisition Regulation. Much of the acquisition law workload concerns contracts for ashore logistics requirements and ship repair, but contracts for port visit support of U.S. Navy ships are one of NAVSUP FLC Yokosuka’s primary mission support areas. The Site Counsel will be tasked to serve as the Navy’s representative in contract litigation, EEO litigation, and MSPB litigation. The selected applicant should expect to spend much of the work week reviewing a regular stream of requests for legal reviews on FAR-based contracts being awarded in an overseas environment to both U.S. and non-U.S. based companies as well as contracts being awarded in a non-foreign OCONUS location that may involve small business requirements. The issues are interesting, the questions may be challenging at times, and, in many cases the contracts which are being awarded have a close to immediate impact on the mission readiness of those receiving the contract support.
This position includes base pay, locality pay, and a tax-free Cost of Living Allowance. Persons hired in the continental United States and relocating to Guam may be entitled to Non-Foreign Post Differential.

This position will be filled under the General Schedule at the GS-14 level. To be selected, the applicant must have at least three-and-one-half years of professional relevant legal experience, including experience in one or more of the other OGC practice areas mentioned above.
Applicants will be evaluated on: 1) their experience in federal acquisition law; 2) their experience in the other relevant OGC practice areas identified above; 3) their research, analytical, and writing skills; 4) their oral communication skills; and 5) their demonstrated ability to work with military and civilian clients and to develop and maintain strong attorney-client relationships with clients from various backgrounds. The successful candidate must also be able to work both independently and as part of a team. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day to day legal practice is desired.
The successful applicant must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must be able to obtain and maintain a SECRET clearance.
This is considered a non-foreign overseas position.
